Project Summary:
In close coordination with the U.S. Embassy and U.S. Agency for International Development (USAID), the USAID/Office of Transition Initiatives (OTI) Guatemala CEIBA Program’s initial goal will be to increase peaceful and productive public participation in the country’s democratic reform process. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming. The underlying assumptions, theories, and methodology that guide strategic planning and activity development may evolve over time depending on the shifting context in program areas and lessons the program has learned through implementation. The program’s objectives are also subject to change but may include supporting the Government of Guatemala in engaging Guatemalan citizens in ongoing policy reform efforts; and strengthening the Government’s ability to demonstrate tangible progress in these efforts.

Position Summary:
The Monitoring, Evaluation and Learning (MEL) Officer, under the supervision of the MEL Manager, will be responsible for developing activity-level monitoring and evaluation (M&E) plans and collecting qualitative and quantitative information for activities carried out by the program. The MEL Officer will also generate reports, support with developing learning questions and identifying lessons learned, and keep track of successes and challenges of activities. The MEL Officer will coordinate closely with the Technical Advisory (TA) area to ensure that activity information is captured and updated in the OTI Activity Database. This position will monitor activities, obtain information on the impacts of activities, identify positive and negative results, and produce communication and knowledge products. The MEL Officer will also provide information to the Communications and Reporting Manager (CRM) for program reporting and provide ongoing feedback to the program team to support activity development and evaluation. This is a long-term position based in Guatemala City, Guatemala.
Responsibilities:
Develop M&E plans at the activity level, in coordination with the program team and MEL Manager. Monitor and document the progress and lessons learned of activities using the program’s database, particularly contributing with activity notes. Begin activity evaluation actions, including workshops, focus groups, interviews, round tables, surveys, etc., as agreed upon with the MEL team. Assist in designing and implementing initiatives to strengthen the project’s approach to MEL, including adoption of standardized indicators, indicator tracking tools, and innovative evaluation approaches. Submit M&E reports for activities or groups of activities, as required by the supervisor. Upload relevant information for MEL purposes onto the database, including quantitative indicators, reports, photographs, and any other relevant information. Visit partners, beneficiaries, and activities regularly to evaluate the progress and impact of the activities. Prepare site visit reports in the format required by the supervisor. Document relevant anecdotes and quotes from partners and beneficiaries in the development of the activities. Perform activity evaluations and identify the results and lessons learned as required. Share the lessons learned of the activities with the entire program team constantly. Help build the capacity and provide technical assistance to partners and grantees in MEL techniques. Contribute to information sharing in the project actively. Provide the MEL Manager and CRM with the information required to develop program reports and learning products. Resumen del Proyecto:

Resumen del Cargo:
La plaza de Oficial de Monitoreo, Evaluación y Aprendizaje (MEL, por sus siglas en inglés), bajo la supervisión de la gerencia de MEL, es responsable de desarrollar planes de monitoreo y evaluación a nivel de actividad y recopilar información cualitativa y cuantitativa para las actividades realizadas por el programa. Esta plaza también generará informes, apoyo para desarrollar preguntas de aprendizaje e identificar lecciones aprendidas, y hará un seguimiento de los éxitos y desafíos de las actividades. Esta posición coordinará estrechamente con el área de Asesoría Técnica (TA) para asegurar que la información de la actividad se capture y se actualice en la Base de Datos de Actividades de OTI. Esta posición monitoreará las actividades, obtendrá información sobre los impactos de las actividades, identificará resultados positivos y negativos, y producirá productos de comunicación y conocimiento. Adicionalmente, proporcionará información a la gerencia de Comunicación y Reportaje para la presentación de informes de programas, y proporcionará retroalimentación continua al equipo del programa para apoyar el desarrollo de actividades y la evaluación. Responsabilidades:
Desarrollar planes de monitoreo y evaluación a nivel de actividad, en coordinación con el equipo del programa y Gerente de MEL. Monitorear y documentar el progreso y las lecciones aprendidas de las actividades usando la base de datos del programa, particularmente contribuyendo con notas de actividad. Iniciar las acciones de evaluación de actividades (talleres, grupos de discusión, entrevistas, mesas redondas, encuestas, etc.) según lo acordado con el equipo de MEL. Asistir en el diseño y la implementación de iniciativas para fortalecer el enfoque del proyecto para MEL, incluyendo la adopción de indicadores estandarizados, herramientas de seguimiento de indicadores y enfoques de evaluación innovadores. Presentar informes de seguimiento y evaluación de las actividades o grupos de actividades, según lo requiera el supervisor. Cargue la información pertinente con fines de MEL en la base de datos, incluidos indicadores cuantitativos, informes, fotografías y cualquier otra información pertinente. Visitar regularmente a los socios, beneficiarios y actividades para evaluar el progreso y el impacto de las actividades. Preparar informes de visitas in situ en el formato requerido por el supervisor. Documentar anécdotas y citas relevantes de socios y beneficiarios en el desarrollo de las actividades Realizar evaluaciones de actividades, identificando los resultados y lecciones aprendidas, según sea necesario. Compartir constantemente las lecciones aprendidas de las actividades con todo el equipo del programa. Ayudar a desarrollar la capacidad y proporcionar asistencia técnica a socios y concesionarios en técnicas de monitoreo, evaluación y aprendizaje. Contribuir activamente al intercambio de información en el proyecto. Proporcionar a la gerencia de MEL y a la gerencia de Comunicaciones e Informes la información necesaria para desarrollar informes de programas y productos de aprendizaje. Realizar otras tareas según lo solicitado.Qualifications:
Bachelor’s degree in economics, political science, social science, government, or a related field is required. Minimum three years professional work experience required. Experience in evaluating programs, social projects, or public policies highly desired. Experience in research with qualitative or quantitative statistics or econometrics methodologies, including developing research reports highly desired. Experience with NGOs, international contractors, multilateral institutions, or international cooperation agencies. Knowledge of and experience with developing and evaluating impact-oriented projects. Knowledge of the political reality of Guatemala and its main challenges. Proficiency in Microsoft Office Suite, including advanced proficiency with Excel required. Ability to analyze and manage visualization tools and online monitoring platforms. Ability to maintain confidential information and work with a wide variety of people from diverse backgrounds. Requisitos:
