Panagora isseeking a Chief of Party candidate for an anticipated five-year GuatemalaMonitoring Evaluation, Collaborating, Learning and Adapting (MECLA) Platformfunded by the United States Agency for International Development (USAID). Theplatform will provide support to the USAID Guatemala Mission and itsimplementing partners for: 1) monitoring programming and the implementingenvironment with the use of advanced data systems for informed decision-making,2)the design and implementation ofevaluations to measure project impact and refine strategies, and 3) improvingcollaboration between actors to strengthen local capacities and partnerships.These three components will be underpinned by cross-cutting support forlocalization, inclusive development, and learning. USAID Guatemala programmingfocuses on issues such as migration, basic education, health and nutrition,local institutional strengthening, economic development, governance, justiceand more (see for details).

Position Summary

The Chief of Party will be responsible for the overallmanagement and leadership of the Guatemala MECLA platform. S/he has principal responsibility for overallmanagement and technical operations to ensure that the tasks are completed in atimely manner and the objectives of the contract are successfully met. The Chiefof Party leads the Panagora team, including staff provided through anysubcontractors. S/he serves as the primary point of contact with USAID for day-to-dayimplementation and management matters relating to the contract and helpsdevelop the vision and leadership for the contract in close collaboration withUSAID. The Chief of Party has overall responsibility for ensuring that all workprovided under the contract, whether by international or local personnel, istechnically sound and appropriate for the requirements of the contract; and foradequately managing and supervising the work of all personnel provided. S/he managesthe preparation and presentation of proposed implementation plans and all reports.
This is along-term position based in Guatemala City, Guatemala, expected to start inearly 2025.
Primary Responsibilities
Provide overall leadership, management andtechnical direction of the activity.
Serve as primary point of contact with USAID/Guatemala
Effectively manage all long and short-term staffin providing timely, relevant, high-quality services.
Ensure quality control and responsiveness oftechnical assistance provided underthe contract, includingnecessary adjustments to operations to fit the requirements of USAID.
Ensure all USAID contractual requirements aremet.
Oversee and coordinate/facilitate the use of datasystems to produce timely, high-quality monitoring information for the Missonand support USAID implementing partners as needed/requested in providing monitoringdata and using the Mission’s data management systems.
Oversee and coordinate/facilitate the design ofhigh-quality performance and/or impact evaluatons and the use and disseminationof evaluation findings by USAID, implementing partners and other stakeholders.
Oversee and coordinate/facilitate CLA amongstUSAID and its partners, participants, and other key stakeholders.
Coordinate and be ultimatelyresponsible for supporting USAID/Guatemala in developing the enablingconditions to successfully integrate CLA across USAID/Guatemala’s strategy andportfolio and actively supporting CLA throughout the Program Cycle.
Coordinate and be ultimately responsible forhelping to strengthen local MECLA capacity and partnerships.
Ensure that activity implementation integratesand advances localization, inclusion and learning.
