Technical Director - Guatemala Health Security Activity

This Proposal Opportunity:

The goal of the USAID-funded Health Security Activity in Guatemala is to provide tailored and targeted technical support in areas of highest need and priority to key actors and entities in Guatemala to strengthen the health system and human resource capabilities that build resilience and self-reliance to prevent, mitigate and respond to the health and economic impacts of emerging infectious disease pandemics.

Under the supervision of the Chief of Party (COP), the Technical Director (TD) leads technical aspects of the project in compliance with USAID and Palladium rules and regulations to achieve project objectives. They will also regularly engage with and maintain good relationships with relevant actors. The TD will provide support to the COP in liaising, programmatic, strategic development, and quality control duties. They shall have depth and breadth of technical expertise and experience, a solid professional reputation, interpersonal skills, and professional relationships to fulfill the activity's requirements. They will serve an acting capacity in the absence of the COP.

Reporting and Supervision:

This position will report to the Guatemala Health Security Chief of Party.

Primary Duties and Responsibilities:

The Technical Director (TD) shall support the COP with strategic leadership and oversight of the project, ensuring the technical direction of the project is evidence-based and responsive to USAID and Guatemalan needs. The Technical Director is the advisor for the project in all technical areas, ensuring that project activities are based on the most up-to-date, evidence-based interventions, standards, and guidelines.
Serve as a member of the project’s senior leadership team. Co-leading with the COP and overseeing programmatic functions, ., development of work plans, budgets, quarterly/annual reports, and ensure effective implementation of program strategy.
Maintain effective and open communication throughout the project with Chief of Party, USAID, Project Director, Objective Leads, project operation and monitoring, evaluation, and learning (MEL) teams.
Provide technical guidance and strengthen capacity of local One Health stakeholders, ensuring that public health infrastructure and workforce needs are addressed to handle health security challenges, including emerging threats and outbreaks.
Provide technical oversight to sub-partners to ensure delivery on project scope.
Maintain effective and open communication throughout the project with relevant Guatemalan One Health stakeholders such as professional associations, relevant government ministries and departments, civil society organizations, and research institutions to maximize activity alignment.
Work with the Chief of Party and other project staff to continuously refine implementation processes by integrating lessons learned and best practices.

Key Competencies Required:

An advanced degree in a relevant field of study, (. medicine, public health, environmental health, animal health, epidemiology, .
Minimum 10 years’ experience in developing activity work-plans, budgets, managing implementation, staff, and short-term technical assistance.
Knowledge of USG contract management, policies, procedures, regulations and reporting requirements.
Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
Strong leadership and interpersonal skills proven by a demonstrated ability to collaborate and work within and across teams.
Written and spoken fluency in Spanish and English.
Related work experience in Central America.
Ability to travel nationally and internationally.
