ThisProposal Opportunity:
The goal of the USAID-funded Health Security Activity inGuatemala is to provide tailored and targeted technical support in areas ofhighest need and priority to key actors and entities in Guatemala to strengthenthe health system and human resource capabilities that build resilience andself-reliance to prevent, mitigate and respond to the health and economicimpacts of emerging infectious disease pandemics.
Reporting andSupervision:
This positionwill report to the Guatemala Health Security Chief of Party.
Position Summary
The Director ofFinance and Administration (DFA) will oversee all finance, administrative,human resource, and operational activities of the project and a team of supportpersonnel. This includes developing and overseeing finance and accountingsystems that comply with USAID requirements and Palladium practices. Incoordination with the COP, the DFA will develop annual budgets aligned with theproject work plan. The DFA will also ensure compliance with contractual,USAID/USG, and local requirements for reporting, finance, and administration. TheDFA will also ensure payroll processes and adherence to local human resourcespolicies.

Primary Duties and Responsibilities:
Ensure completeness of financial, procurement, and HR records retention and security.
Oversee and ensure sound management of human resources, financial management, and procurement and grants functions for the project.
Direct the creation and implementation of the project’s annual budget, ensuring it aligns with strategic goals.
Oversee the development of monthly and quarterly financial projections, adjusting as needed to reflect trends and inform decision-making.
Ensure accurate preparation and review of accruals reports, maintaining correct financial records for each accounting period.
In close collaboration with the Chief of Party, implement Palladium’s grant and subcontractor tracking system to ensure the timely and compliant execution of all grant and subcontractor agreements.
Oversee HR systems, processes, and documentation according to USAID and Palladium requirements.
Oversee implementation of all operational systems as per USAID and Palladium requirements as well as Guatemalan laws.
Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and USAID reporting requirements are followed.
Key Competencies Required:
At least 10 years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for USAID or other donor-funded programs.
Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles.
Experience in managing grants under contract for USAID-funded programs of a similar size
Progressively responsible experience supervising project operations, including human resources, procurement, and sub-contracts or sub-awards.
Demonstrated experience managing staff
Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees
Knowledge of Guatemalan labor and tax laws and reporting procedures
Knowledge of USAID policies, procedures, and reporting requirements
Advanced knowledge of computers and MS Excel
Written and spoken fluency in Spanish
Professional Expertise/Competencies Preferred:
Prior experience in a management role on a USAID-funded program highly desired
