Project Summary:

In close coordination with the U.S. Embassy and U.S. Agency for International Development (USAID), the USAID/Office of Transition Initiatives (OTI) Guatemala CEIBA program’s initial goal will be to increase peaceful and productive public participation in the country’s democratic reform process. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming. The underlying assumptions, theories, and methodology that guide strategic planning and activity development may evolve over time depending on the shifting context in program areas and lessons the program has learned through implementation. The program’s objectives are also subject to change but may include supporting the Government of Guatemala in engaging Guatemalan citizens in ongoing policy reform efforts; and strengthening the Government’s ability to demonstrate tangible progress in these efforts.

Position Summary:

The Finance and Administration Assistant will assist the Program Accountant in the development of the accounting process and records. The Assistant will ensure compliance with procedures, eligibility of expenses and their corresponding classification in accordance with the MSI accounting system and that they respond to the principles of good financial management and application of local laws as well as compliance with the guidelines for the execution of funds established by the donor. This role will also assist the Human Resources and Administration Coordinator in inventory control, control of administrative expenses, and payments among other activities related to the position.

Responsibilities:

Receive and review payment files, verifying the information necessary for the management of payroll payments, subcontractors and grants, consultants, and program suppliers. Issue, control, and send Valued Added Tax (VAT) exemptions with the corresponding supporting documentation. Manage payments in electronic banking and report on them by email. Support in the reproduction of monthly expense reports and files to Headquarters and external accountants, if required. Support in keeping financial information up to date for review by external accountants. Keep tax information submitted by external accountants of the MSI, Inc. operations up to date. Support in banking procedures. Prepare and send quarterly and annual VAT exemption reports. Send salary payment receipts and income tax (ISR) certificates to program staff. Maintain absolute confidentiality in the management of physical and digital documents of the program's accounting and financial system. Support other activities required and related to the financial area of ​​the program. Maintain adequate inventory control of furniture and equipment and notify of any damage caused to the program's property, maintenance needs, replacement needs, etc. Conduct physical inventories at the frequency established by the administrative area. Manage administrative payments following the guidelines established in the program, including payment of rent, services, amongst others. Control administrative expenses, in accordance with the controls established by the Human Resources and Administration Coordinator. Maintain preventive and corrective maintenance controls for vehicles, supervise their cleaning, as well as fuel expense controls. Maintain preventive and corrective maintenance controls for equipment in use and owned by the program such as air conditioners, computers, and printers. Support other activities required and related to the administrative area of ​​the program.

Resumen del Proyecto:

Resumen del Cargo:

El/la Asistente de Finanzas y Administración es una persona con una muy buena actitud y disposición para cumplir con las responsabilidades del puesto, así como para apoyar otras tareas que surjan para cumplir con los objetivos del programa.Asiste al Contador del Programa en el desarrollo del proceso y registro contable, observando el cumplimiento de los procedimientos, la elegibilidad de los gastos y su correspondiente clasificación de acuerdo con el sistema contable de MSI y que responden a los principios de buena gestión financiera y aplicación de las leyes locales, así como el cumplimiento con los lineamientos para ejecución de fondos establecidos por el donante.Así mismo, asiste al Coordinador de Recursos Humanos y Administración en el control de inventarios, control de gastos, pagos administrativos y otras actividades relacionadas con el puesto.

Responsabilidades:

Recibir y revisar los expedientes de pago, verificando la información necesaria para la gestión de los pagos de planilla, de subcontratistas y subvenciones, de consultores y de proveedores del Programa. Emitir, controlar y enviar exenciones deImpuesto al Valor Agregado (IVA), con la documentación de soporte que corresponda. Gestionar los pagos en la banca electrónica e informar sobre ellos por correo electrónico. Apoyar en la reproducción de los informes mensuales de gastos y archivos de estos, a Casa Matriz y a contadores externos, de ser requerido. Apoyar en mantener al día la información financiera para revisión de los contadores externos. Mantener al día la información de impuestos que presenten los contadores externos del Programa de las operaciones de MSI. Apoyar en gestiones bancarias. Elaborar y enviar reporte trimestral y anual de exenciones de IVA. Enviar recibos de pago de salarios y constancias de impuesto sobre la renta (ISR) al personal del programa. Mantener la confidencialidad absoluta en el manejo de los documentos físicos y digitales del sistema contable y financiero del Programa. Apoyar en otras actividades requeridas y relacionadas al área financiera del Programa. Llevar un adecuado control de inventario de mobiliario y equipo, notificando oportunamente sobre cualquier daño ocasionado a la propiedad del Programa, necesidad de mantenimiento, necesidad de reposición, etc.Esto incluye la realización de inventarios físicos con la periodicidad establecida por el área Administrativa. Gestionar los pagos administrativos siguiendo los lineamientos establecidos en el Programa, incluyendo pago de rentas, servicios, etc. Controlar los gastos administrativos, de acuerdo con los controles establecidos por el Coordinador de Recursos Humanos y Administración. Llevar los controles de mantenimientos preventivos y correctivos de los vehículos, supervisar la limpieza de estos, así como los controles de gastos de combustible. Llevar los controles de mantenimientos preventivos y correctivos del equipo en uso y propiedad del Programa: aires acondicionados, computadoras, impresoras, etc. Apoyar en otras actividades requeridas y relacionadas al área administrativa del Programa.

Qualifications:

Bachelor’s degree in business administration or related field is required. Minimum five years of experience in working in USAID-funded institutions is required. Knowledge of Microsoft Office Suite programs such as Word, Access, Excel, PowerPoint, Outlook and Teams required. Knowledge of QuickBooks desirable. Strong communication, problem-solving, service-oriented, and interpersonal skills. Ability to work in a team. Ability to work effectively and harmoniously under pressure in a stressfulenvironment and with colleagues from different cultural and professional backgrounds. Fluent in Spanish is required. Fluency in English is preferred.
