Project Summary:

In close coordination with the U.S. Embassy and U.S. Agency for International Development (USAID), the USAID/Office of Transition Initiatives (OTI) Guatemala CEIBA Program’s initial goal will be to increase peaceful and productive public participation in the country’s democratic reform process. The program will operate primarily through a small grants mechanism and will rely on ongoing analysis of the local context to inform programming. The underlying assumptions, theories, and methodology that guide strategic planning and activity development may evolve over time depending on the shifting context in program areas and lessons the program has learned through implementation. The program’s objectives are also subject to change but may include supporting the Government of Guatemala in engaging Guatemalan citizens in ongoing policy reform efforts; and strengthening the Government’s ability to demonstrate tangible progress in these efforts.

Position Summary:

The Monitoring and Evaluation Specialist will provide support to the CEIBA program and the Government of Guatemala to carry out the follow-up, monitoring and documentation of learning in the execution of the Private Secretariat of the Presidency of the Republic of Guatemala’s (SPP) capacity-building activities for conflict management at the territorial level. This role might be based in Huehuetenango regional headquarters (HQ) with coverage in the departments of Huehuetenango, Quetzaltenango, Nebaj and Quiché or in Petén regional headquarters with coverage in the departments of Petén, Baja Verapaz and Alta Verapaz.

Responsibilities:

Monitor the activities of the territorial team hired to the SPP for conflict management. Provide support to the Monitoring, Evaluation and Learning (MEL) Manager of the CEIBA program for the complete and adequate implementation of the Monitoring and Evaluation plan designed for the activities to support the SPP in the process of strengthening capacities for conflict management at the territorial level. Monitor and document progress and lessons learned from assigned activities, generating written inputs for the program database, particularly contributing activity notes. Carry out activities’ evaluation actions including workshops, discussion groups, interviews, round tables, surveys, etc. as assigned by the MEL Management of the CEIBA program. Submit follow-up reports at the biweekly and monthly meetings of the assigned activities or groups of activities, as required by supervision. Visit regularly assigned sites, beneficiaries, and activities to assess the progress and impact of activities. Prepare reports of on-site visits in the format required by the supervisor. Document anecdotes and relevant quotes from partners and beneficiaries in the development of the activities Share constantly the lessons learned from the activities with the Monitoring and Evaluation team of the Private Secretariat of the Presidency, after approval and consensus with the MEL team of the program. Help build capacity and provide technical assistance to partners and grantees in monitoring, evaluation, and learning techniques. Contribute actively to the exchange of information in the project. Perform other functions that are required by the Program MEL Manager.

Resumen del proyecto:

Resumen del cargo:

Esta consultoría de Especialista en Monitoreo y Evaluación brindará apoyo al programa CEIBA y Gobierno de Guatemala para realizar el seguimiento, monitoreo y documentación de aprendizajes en ejecución de las actividades de fortalecimiento de las capacidades de la SPP para la gestión de la conflictividad a nivel territorial. Se requiere la contratación de dos consultores-as que estarán basados en la sede regional Huehuetenango con cobertura en los departamentos de: Huehuetenango,Quetzaltenango, Nebaj y Quiché; o en la sede regional Petén con cobertura en los departamentos de Petén, Baja Verapaz y Alta Verapaz.

Responsabilidades:

Realizar seguimiento a las actividades del equipo territorial contratado para la SPP para la gestión de la conflictividad. Brindar apoyo a la Gerente de Monitoreo, Evaluación y Aprendizaje (MEL) del programa CEIBA para la completa y adecuada implementación del plan de Monitoreo y Evaluación diseñado para las actividades de apoyo a la SPP en el proceso de fortalecimiento de capacidades para la gestión de la conflictividad a nivel territorial Monitorear y documentar el progreso y las lecciones aprendidas de las actividades asignadas, generando insumos escritos para la base de datos del programa, particularmente contribuyendo con notas de actividad. Realizar acciones de evaluación de actividades (talleres, grupos de discusión, entrevistas, mesas redondas, encuestas, etc.) según lo asignado por la Gerencia MEL del programa CEIBA Presentar informes de seguimiento en las reuniones quincenales y mensuales de las actividades o grupos de actividades asignadas, según lo requiera la supervisión. Visitar regularmente a las sedes asignadas, beneficiarios y actividades para evaluar el progreso y el impacto de las actividades. Preparar informes de visitas in situ en el formato requerido por el supervisor. Documentar anécdotas y citas relevantes de socios y beneficiarios en el desarrollo de las actividades Compartir constantemente las lecciones aprendidas de las actividades con el equipo de Monitoreo y Evaluación de la Secretaría Privada de la Presidencia, previa aprobación y consenso con el equipo MEL del programa. Ayudar a desarrollar la capacidad y proporcionar asistencia técnica a socios y concesionarios en técnicas de monitoreo, evaluación y aprendizaje. Contribuir activamente al intercambio de información en el proyecto. Otras funciones que le sean requeridas por la gerencia MEL del programa.

Qualifications:

Bachelor's degree in economics, political science, social science, government, or a related field is required. Minimum three years of professional experience is required. Experience in the evaluation of programs, social projects, or public policies highly desired. Experience in field research with qualitative or quantitative statistical or econometric methodologies, including the development of research reports, is highly desired. Experience with NGOs, international contractors, multilateral institutions, or international cooperation agencies. Knowledge and experience with the development and evaluation of impact-oriented projects is desired. Knowledge of the Guatemalan reality, mainly of the region to which it applies. Proficiency in Microsoft Office Suite, including advanced level with Excel required. Ability to keep information confidential and work with a wide variety of people from diverse backgrounds. Ability to write executive reports. Ability to work in a team. Strong written and oral expression, synthesis, analytical, and interpersonal skills. Proficiency in Spanish is required. Proficiency in English is highly desirable.
