POSITION SUMMARY:

The Monitoring, Evaluation and Learning (MEL) Manager will develop and manage the award’s monitoring and evaluation system and processes including performance monitoring and reporting, operational research, and ensure evaluations are consistent with the award’s expected results, and track progress of activities in achieving the award’s goal and outcomes. The MEL Manager shall ensure that the methodologies proposed by the Recipient to measure the impact of the activity on the results are consistently and systematically monitored and reported. Under the leadership of the COP and DCOP, the MEL Manager will also lead the adaptation management design and coordinate implementation required under this award to ensure adaptation measurements and course correction are put into place as required to change dynamics within the country and within the health sector.

PRINCIPAL RESPONSIBILITIES:

Lead the design and implementation of the project’s evaluation activities (as applicable), including periodic reviews, performance evaluations (baseline, midline, endline), outcome and impact evaluations. Guide and maintain relevant protocols, SOPs, instruments, data sets, manuals, training materials and reports pertaining to monitoring, evaluation and learning; ensure that these all adhere to Project HOPE and international policies and standards; and ensure that they remain technically and ethically sound. Develop and oversee implementation of strategies for capacity strengthening (as needed) of staff, implementing partners, government counterparts, and other stakeholders in M&E systems/tools, data management, health informatics, data analysis and use for program planning and improvements, and other priority areas/skills. Ensure the quality and timely preparation and submission of workplans, data sets, progress reports, and papers summarizing project results and evidence, and other deliverables, as required. This includes ensuring effective data analysis/interpretation and data use to inform management decision-making and to support quality improvement efforts. Ensure the quality of data collected to measure project performance and results, through proper ongoing data management, SOPs for data flow and Quality Assurance, periodic Data Quality Audits (DQAs), and adequate orientation/training of staff, partners and beneficiaries at all levels of the project. Provide administrative, implementation planning and budgetary oversight processes  Lead the preparation of reports and ensure the timeliness and accuracy of the information provided, as well as ensure the confidentiality of sensitive information. Contribute to building a positive image and overall credibility of the organization, especially through the application of the organization's Code of Conduct, ethics, respect to internal and external stakeholders. Work with the highest level of integrity. Participate in the selection processes for vacancies in his/her area, as well as in processes in related areas by reviewing applicants for the position, pre-selecting profiles and participating in technical interviews in order to ensure the selection of the right people for the organization. Work communicative and cooperative manner with the regional team, as well as with the HQ. Ensure all other processes and functions inherent to their position or additional requirements are met.

MINIMUM QUALIFICATIONS:

Minimum master’s degree in public health epidemiology, health informatics, biostatistics or related field. Exceptional ability to analyze multiple sources of data to identify data trends and to provide recommendations on project implementation. A minimum of 10 years of experience in monitoring, evaluation and research related to health development projects, including quantitative and qualitative research.  Demonstrated experience in supporting effective integration of surveillance systems including geospatial data for improved planning, leading and building the capacity of M&E officers, including remote, field-based staff, to meet project needs and deliverables is strongly desired. Previous senior technical experiences in Government-funded surveillance, data management of related activities in Guatemala or similar context. Strong communication skills, including interpersonal, presentation, written and oral English to fulfill the diverse technical, and managerial requirements of the activity and to coordinate effectively with a wide range of stakeholders. strong analytical skills, knowledge in monitoring and evaluation methodologies, and experience in analysis reporting and best practices in data dissemination in resource challenged settings. Demonstrated ability to engage different sectors (public health, animal health and environment), identify and solve problems, and coordinate activities across the different sectors to lead the activity goal and objectives successfully. Fluency of Spanish and English in reading/writing/speaking (Level IV) is required: Able to use the language fluently and accurately on all levels normally pertinent to professional needs to: speak effortlessly and smoothly, perform extensive, sophisticated language tasks, including tasks which do not bear directly on a professional specialty, read “beyond the lines”, read and understand the intent of writers’ use of nuance and subtlety, discern relationships among sophisticated written materials in the context of broad experience, follow unpredictable turns of thought readily in editorial texts in any subject area directed to the general reader, recognize all professionally relevant vocabulary known to the educated non-professional native, although may have some difficulty with slang, read reasonably legible handwriting without difficulty.
