POSITION SUMMARY:

The Chief of Party (COP) will provide technical leadership, administrative and financial management oversight, and day-to-day management of the activity. S/he will have the strategic vision, leadership qualities, depth and breadth of technical expertise and experience, professional reputation, management experience, interpersonal skills, and both oral and written communication and presentation skills to fulfill the diverse technical and managerial requirements of the activity. 

Based in Guatemala City, the Chief of Party will have technical and management responsibility for all recipient personnel and be the Recipient’s representative to USAID/Guatemala, the GOE, other donors, technical agencies and other key stakeholders as required. The COP will have overall responsibility for addressing award-related issues, including ensuring that Recipient financial controls and systems comply with generally accepted accounting principles and practices that meet USAID standards and that all project-procured materials and equipment are safeguarded prudently and responsibly used. Through use of adaptive management, s/he will be responsible for the smooth implementation of the activity, ensuring all objectives and deliverables (including reporting) are met on time and within budget.

PRINCIPAL RESPONSIBILITIES:

Provide leadership and strategic direction to ensure programmatic and financial integrity of the integrated health project and to achieve rapid and sustained project goals, objectives and targets Provide technical leadership in the design, analysis, and synthesis of interventions Participate in relevant technical advisory groups with counterparts and partner institutions Oversee preparation of periodic project reports to donor Mentor, support, supervise, and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results Provide guidance, in collaboration with key staff, to subcontractors and subgrantees and coordinate activities with other agencies Ensure programs adhere to national or internationally accepted public health service delivery norms and standards Provide administrative, implementation planning and budgetary oversight processes  Lead the preparation of reports and ensure the timeliness and accuracy of the information provided, as well as ensure the confidentiality of sensitive information. Contribute to building a positive image and overall credibility of the organization, especially through the application of the organization's Code of Conduct, ethics, respect to internal and external stakeholders. Work with the highest level of integrity. Participate in the selection processes for vacancies in his/her area, as well as in processes in related areas by reviewing applicants for the position, pre-selecting profiles and participating in technical interviews in order to ensure the selection of the right people for the organization. Work communicative and cooperative manner with the regional team, as well as with the HQ. Ensure all other processes and functions inherent to their position or additional requirements are met.

MINIMUM QUALIFICATIONS:

A degree in Medicine (MD) or Veterinary Medicine (DVM) or Health Sciences and a master’s or doctorate degree in public health, epidemiology or relevant technical field. At least over 15 years of demonstrated experience in program leadership/management experience; and a significant portion must include managing Government-funded projects or other international funded health projects in a developing country context. Proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones and produce quality results.  Previous CoP or DCoP management experience in health security or health emergency or other public health programs in Guatemala or developing country context. Strong communication skills, including interpersonal, presentation, written and oral English to fulfill the diverse technical, managerial, operational and financial requirements of the Activity and to coordinate effectively with a wide range of stakeholders. The COP should have a good communication skill to navigate implementation challenges on the ground and keep USAID/Guatemala informed. he/she should be political savvy with strong management skills to be able to work under the current operating environment in Guatemala. Proficiency in Microsoft Office applications. Fluency of Spanish and English in reading/writing/speaking (Level IV) is required: Able to use the language fluently and accurately on all levels normally pertinent to professional needs to: speak effortlessly and smoothly, perform extensive, sophisticated language tasks, including tasks which do not bear directly on a professional specialty, read “beyond the lines”, read and understand the intent of writers’ use of nuance and subtlety, discern relationships among sophisticated written materials in the context of broad experience, follow unpredictable turns of thought readily in editorial texts in any subject area directed to the general reader, recognize all professionally relevant vocabulary known to the educated non-professional native, although may have some difficulty with slang, read reasonably legible handwriting without difficulty.
