Panagora is seeking a Senior EvaluationExpert for an anticipated five-year Guatemala Monitoring Evaluation,Collaborating, Learning and Adapting (MECLA) Platform funded by the UnitedStates Agency for International Development (USAID). The platform will providesupport to the USAID Guatemala Mission and its implementing partners for: 1)monitoring programming and the implementing environment with the use ofadvanced data systems for informed decision-making, 2)the design and implementation of evaluationsto measure project impact and refine strategies, and 3) improving collaborationbetween actors to strengthen local capacities and partnerships. These threecomponents will be underpinned by cross-cutting support for localization,inclusive development, and learning. USAID Guatemala programming focuses onissues such as migration, basic education, health and nutrition, localinstitutional strengthening, economic development, governance, justice and more(see for details).
Position Summary
The SeniorEvaluation Expert manages the planning and implementation of all evaluationsrequested by USAID under the anticipated contract. S/he will be responsible forproviding technical oversight and expert management of the design andimplementation of all the evaluation tasks and deliverables. S/he will workwith USAID staff, evaluation teams and local and/or regional researchorganizations to implement high-quality evaluations and submit all technicaldeliverables on time according to agreed upon terms with USAID. This positionwill be supervised by the Chief of Party and will work with USAID, colleaguesand stakeholders to promote use and dissemination of evaluation findings andrecommendations.
Thisis a long-term position based in Guatemala City, Guatemala, expected to startin early 2025.
Leadthe overall management of all evaluation deliverables and processes, related toplanning, budgeting, design, implementation, reporting, use and dissemination.
Workwith the COR and other USAID technical staff to develop the methodologiesnecessary to meet the deliverables required in the SOWs for evaluation tasks.
Supportthe recruitment of qualified evaluation teams, including development of teamcomposition, job descriptions and selection of qualified candidates.
Supportthe procurement of evaluation-related services from local and/or regionalresearch organizations, including drafting of scopes of work, review andselection, etc.
Providetechnical and management oversight/support to evaluation teams and localorganizations during implementation of evaluations to ensure high quality andadherence to schedule.
Providetechnical guidance to evaluation teams and local organizations and helpimplement strategies to strengthen local capacity for evaluation of USAIDactivities.
Ensurethat evaluations address and promote localization, inclusion and learning.
Workwith colleagues to promote collaboration, learning and adaptation and knowledgemanagement as related to evaluation findings and recommendations.
