Background
The five-year USAID Regional Trade and Investment Activity (RTIA) will focus on increasing regional integration and trade and investment, with a focus on clean energy investments. It will build on USAID’s Regional Trade Facilitation and Border Management (RTFBM) activity to address key constraints to trade, and on USAID’s INVEST activity in El Salvador, which engaged the private sector to increase investment in highly developmental sectors. 

With a central project office in San Salvador, the Activity is expected to work primarily in Guatemala, El Salvador, and Honduras with possible support to other countries in Central America and Mexico. The project may also include support to non-presence countries such as Belize, Costa Rica, and Panama when interventions address regional constraints, advance regional policies, or those countries request support aligned to the project’s regional strategic investment objectives. 

Primary Duties 
The Investment and Exports Promotion Manager will work closely with the Deputy Chief of Party/Investment Advisor to develop and implement investment promotion strategies across the Central America region and cultivate strategic alliances to bring regional SMEs into international export supply chains. He or she will work closely with investment promotion counterparts in the public and private sectors in Guatemala, El Salvador, and Honduras to align efforts around a regional strategy, coordinating with other, nationally focused USAID projects to advance a pipeline of investment projects and support SME linkages to international investors. 

Location 
Guatemala City, Guatemala, with periodic travel. 

Primary Duties and Responsibilities 

Working closely with the Deputy Chief of Party/Investment Advisor to develop and implement a Project strategy to mobilize foreign direct investment 
Represent RTIA in meetings with public and private sector actors engaged in promoting and facilitating investment in the region, including but not limited to national government ministries and investment promotion authorities, business associations, industrial infrastructure developers, prospective and existing investors, etc. 
Identification and cultivation of strategic partnerships with larger-scale exporters to facilitate supplier relationships with regional SMEs. 
Work with project leadership and operations staff to develop and manage resourcing strategies to engage specialized consultants, sub-contractors, and grantees to advance investment and export promotion objectives under the project. This may include identification and development of scopes of work, technical evaluation of sources, ongoing task and performance management. 
Other activities as required to achieve project objectives in investment promotion and export development. 

Key Competencies and Experience Required 

Demonstrated knowledge of the foreign direct investment landscape in Central America, including knowledge of key regional stakeholders, competitive sectors, and high potential source markets for nearshoring investment. 
Proven track record identifying and managing a pipeline of foreign direct investment opportunities 
Networks and relationships with regional businesses, including exporters in competitive sectors and industrial property developers/managers. 
Experience working on international donor-funded programs with economic development objectives. 
Excellent communications, organizational, and interpersonal skills 
Written and oral proficiency in Spanish required

Preferred Competencies and Experience  

Knowledge of USAID policies, procedures, and reporting requirements
Professional fluency in written and spoken English
