Position Summary: The HR Operations Manager plays a pivotal role in shaping HR strategies and objectives that foster a high-performance culture, emphasizing employee engagement, performance management, and the recruitment and continuous professional growth of project personnel. This role is crucial for maintaining processes and metrics that align with the project's objectives, ensuring adherence to organizational and donor/client HR policies and regulations.

Reporting Structure:

The HR Operations Manager will maintain regular communication with the HQ - HR Associate Director or their designee regarding related projects and corporate HR matters.

Key Responsibilities

Core Duties:

Oversee HR office functions, ensuring compliance with organizational and client HR standards. Manage the complete employment lifecycle, including recruitment, job description finalization, vacancy advertisements, applicant reviews, interview scheduling and execution alongside senior project management, reference checks, and new hire documentation collection. Collaborate with program teams to identify skills and requirements for successful candidate targeting, filtering candidates to present a pool of highly qualified applicants. Facilitate the onboarding and orientation processes for newly hired staff. Assist the team in analyzing local HR trends and benefits to propose competitive strategies for attracting top talent. Work with project leadership to develop succession plans as necessary. Drive the creation of employee retention initiatives and integrate diversity and inclusion into talent management, learning, recruitment, and engagement strategies. Ensure compliance with local labor laws and manage changes within the project to uphold HR standards. Develop employment contracts in accordance with local labor regulations, including necessary registrations. Oversee local benefits enrollment and address employee inquiries and challenges regarding insurance promptly. Provide guidance and information to project staff on HR policies and procedures. Coordinate the performance evaluation process. Organize staff training and establish development plans based on performance evaluations. Lead and support learning and development initiatives for the Youth Advisory Group (YAG). Document and address employee grievances or complaints, consulting with HQ-HR Operations Manager and legal counsel on complex cases, providing recommendations before escalating to management. Ensure the accuracy and confidentiality of personnel files and related HR documentation. Prepare and distribute new employee documentation outlining organizational policies and regulations. Maintain accurate employee records, ensuring timely submission of timesheets and reconciliation with leave requests. Perform additional duties as assigned.

Qualifications

Essential Skills & Qualifications:

Bachelor's degree in human resources, business administration, or a related discipline. Minimum of five (5) years of progressively responsible HR experience. Proven commitment to staff development, retention, diversity, equity, and inclusion. Strong communication and interpersonal skills. Excellent record-keeping and documentation abilities. Knowledge of donor/client regulations. Understanding of local employment law. Proficiency in Microsoft Office Suite. Verbal and written proficiency in English; fluency in Spanish is mandatory. Authorization to work in Guatemala is required.
