This Opportunity
The Digital Practice at Palladium is seeking a T
echnical Advisor (TA)
to support and coordinate multiple initiatives across various regions. This role provides digital solution technical expertise and project management in a global, diverse client context (including health, agriculture, economic growth, M&E, and more). The Digital Practice is a dynamic, innovative group of talented and passionate members working to improve data-driven decision making and implementation efficiency in international development projects. TA's design, develop, and implement digital solutions while overseeing software development efforts and ensuring effective project delivery across a wide array of programmatic areas.

This role is highly flexible, adapting to project needs by wearing multiple hats to ensure successful outcomes. The TA will define enterprise architectures and tech stacks, document and prioritize requirements with stakeholders, manage Agile sprints and resources, align product roadmaps with client needs, and contribute to hands-on development and innovation. This is an exciting opportunity to apply a broad skill set in digital development, working with modern tools and methodologies (Atlassian suite, Microsoft Azure cloud, open-source platforms, DevOps, Agile, AI/ML, etc.) to deliver impact.

Reporting Lines

• The Technical Advisor will report to the Digital Solutions Senior Technical Advisor
• There are no direct supervisory reports at the outset of this role, but the advisor will lead and coordinate cross-functional project teams (developers, analysts, etc.) in a matrix environment

Primary Roles And Responsibilities

• The Technical Advisor will manage and provide technical expertise to design, develop and implement digital solutions, in addition to overseeing software development, software project management, and software modelling for projects across a wide array of programmatic and thematic areas

Solutions Architecture & Technical Guidance

• Lead the design and implementation of enterprise architectures, including system and interoperability frameworks, to support diverse digital projects
• Recommend appropriate technology stacks, emphasizing open-source platforms and global digital goods, and ensure all infrastructure requirements (hosting, network, security) are addressed.
• Develop standard operating procedures (SOPs) and technical guidance documents to facilitate solution implementation and ongoing maintenance.
• Conduct technical assessments of information systems, evaluating effectiveness, scalability, and performance, and provide actionable recommendations for optimization

Business Analysis & Project Management

• Document and validate both functional and non-functional requirements, engaging stakeholders and end-users to refine system design and ensure alignment with project goals
• Prioritize requirements for development sprints, support user acceptance testing, and maintain comprehensive documentation (use cases, process flows, specifications)
• Plan and manage project execution using Agile methodologies, breaking down objectives into actionable tasks, overseeing sprint cycles, assigning resources, and monitoring progress to meet deadlines
• Utilize collaboration tools such as Jira and Confluence for work tracking, team coordination, and adherence to DevOps and CI/CD best practices
• Proactively identify and mitigate risks or blockers, and communicate project status and progress to clients, stakeholders, and management

Product Ownership

• Develop and maintain clear product roadmaps for each initiative, ensuring alignment with client needs and strategic objectives
• Serve as the primary liaison between clients/users and technical teams, translating client feedback and requests into actionable technical enhancements or features
• Prioritize the product backlog, make decisions on release scope, and balance value, effort, and timelines to achieve successful outcomes

Technical Development & Advisory

• Contribute hands-on to software development, particularly in areas of expertise such as front-end/back-end coding, ETL processes, or data warehouse development
• Mentor and guide junior developers, assist in troubleshooting complex technical issues, and oversee code quality and software testing to ensure robust, secure applications
• Lead the adoption of best-practice development frameworks and coding standards, and collaborate with data engineers and data scientists on analytics and AI/ML initiatives
• Implement and manage DevOps processes, including continuous integration and deployment pipelines, to ensure smooth operations of development and production environments

Business Development Support

• Contribute to technical proposals, capability statements, and the formation of technology partnerships to support business growth

Essential Criteria

• Bachelor's degree in Computer Science, Information Systems, Informatics, or a related field. Master's degree is a plus 7+ years of experience managing software development projects, including involvement in the full software development lifecycle
• Exposure to international development projects or developing country contexts (e.g. in health, education, agriculture sectors) for 3+ years is highly desirable

Core Abilities Required

• Strong knowledge of software architecture and design, database systems, and enterprise data management
• Demonstrated experience with Agile development and DevOps practices. Familiarity with continuous integration/continuous deployment (CI/CD) pipelines and version control
• Experience implementing data warehouses and system interoperability. Hands-on experience designing, developing, testing, and deploying transactional information systems and analytics tools
• Experience with Microsoft Azure cloud services (or similar cloud platforms) for deploying and managing solutions
• Comfortable working with open-source technologies and adapting global digital goods solutions to project needs
• Proficiency with the Atlassian suite (Jira for project tracking, Confluence for documentation) to facilitate project management and collaboration
• Excellent technical writing skills – able to produce and review key project documents such as requirements specifications, design documents, use cases, and user guides
• Proficiency in English
• Outstanding interpersonal skills, able to work effectively in multicultural teams and communicate with clarity to clients, stakeholders, and colleagues
• Strong analytical and problem-solving skills, able to quickly understand complex systems and propose practical solutions
• Flexible and adaptable, with eagerness to learn new technologies and thrive in fast-paced environments
• High level of integrity and accountability, committed to quality, and proficient with productivity and remote collaboration tools

Desirable Criteria

• Certifications: Professional certifications such as PMP (Project Management Professional), Scrum Master/Product Owner, TOGAF (Architecture), or Azure Solutions Architect are a plus, indicating formal training in relevant skill areas
• Domain Knowledge: Experience working with government health information systems or familiarity with internationally recognized digital health/global goods platforms (e.g., DHIS2, OpenLMIS, CommCare, etc.) is desirable
