This Opportunity
Palladium is currently seeking a Guatemala-based Senior Health Information Systems Advisor to support implementation of the Translating Data for Implementation (Data.FI), a global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the Department of State.

Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of epidemiologic and program data to inform management responses to gaps in programming and sustain impact by supporting local partner transition.

The Senior Health Information Systems Advisor provides technical leadership for the design, integration, and governance of national and regional health information systems, including the Global Health Security dashboard. The position ensures that systems are technically sound, interoperable, and aligned with national strategies while guiding development, documentation, and sustainability planning.

Please note this role is contingent upon funding (expected in January) and the project will run through September 2026.

Reporting Lines
The position will report to the Digital Health Program / Government Engagement Lead, Data.FI

This role will collaborate with technical leads and supervise system development and data use functions.

Primary Roles And Responsibilities

• Provide overall technical leadership for national and regional HIS strengthening activities
• Lead system architecture and design for the GHS dashboard and related data platforms
• Oversee indicator prioritization, interoperability frameworks, data governance structures, and system documentation
• Manage monitoring, evaluation, learning, and technical documentation across all activities
• Produce validation reports, lessons learned, and final handover documentation

Essential Criteria

• Master's degree in Health Informatics, Public Health, Information Systems, or related field
• Minimum of 10 years of experience leading HIS initiatives in low- and middle-income countries
• Demonstrated experience working with Ministries of Health in Central America
• Strong analytical, financial, and problem-solving skills
• Full professional fluency in Spanish and English
• Willingness to travel regionally
