This Opportunity
Palladium is currently seeking a Guatemala-based Finance and Operations Manager to support implementation of the Translating Data for Implementation (Data.FI), a global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the Department of State.
Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of epidemiologic and program data to inform management responses to gaps in programming and sustain impact by supporting local partner transition.
The Finance and Operations Manager will lead all in-country financial management, compliance, and operational systems in Guatemala, ensuring that program activities are delivered efficiently, transparently, and in full alignment with U.S. Government and Palladium requirements. The role serves as the backbone of project execution, providing the technical team with the financial oversight, procurement support, and risk management needed to operationalize digital health, GHS, and HIV data systems strengthening activities across Central America.
Please note this role is contingent upon funding (expected in January) and the project will run through September 2026.

Reporting Lines
The position will report to the Digital Health Program / Government Engagement Lead, Data.FI
This role will collaborate with technical leads and the HQ-based Project Management Unit (PMU)
Primary Roles And Responsibilities
- Oversee all in-country financial management, budgeting, forecasting, and expenditure tracking for project activities in Guatemala and regionally as required
- Manage project accounting, financial reporting, and monthly reconciliation in compliance with donor regulations and company policies
- Lead local procurement, contracting, and vendor management processes, ensuring cost-effective and timely delivery of goods and services
- Ensure compliance with USG financial regulations, audit requirements, and internal controls
- Manage local payroll, consultant payments, travel advances, and expense reimbursements
- Maintain complete and auditable financial documentation, supporting internal and external audits
- Support recruitment logistics, onboarding, and contract administration for local technical staff and consultants
- Coordinate with HQ on financial pipeline management, burn rate analysis, and budget realignments
- Serve as primary in-country point of contact for operational risk management, identifying and resolving financial or administrative bottlenecks
- Provide financial guidance to the Digital Health Program / Government Engagement Lead and technical team to ensure programmatic decisions align with budget realities
Essential Criteria
- Bachelor's degree in Finance, Accounting, Business Administration, or related field; Master's degree preferred
- Minimum of 7 years of experience managing finance and operations for international development or donor-funded projects
- Strong familiarity with USG-funded project compliance, including cost principles, allowability, and audit requirements
- Demonstrated experience managing budgets, financial reports, and procurement processes in Guatemala and Central America
- Proven ability to manage multiple priorities under tight deadlines with high attention to detail
- Strong analytical and problem-solving skills
- Spanish fluency; English technical proficiency

Desirable Criteria
Prior experience on USG-funded projects with compliance and reporting familiarity
