JOB TITLE: VAM Consultant

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Guatemala is an upper-middle-income country and the largest economy in Central America. Despite achieving steady economic growth in recent years, the macroeconomic stability of Guatemala contrasts sharply with the country’s persistently high levels of poverty and inequality, which have remained largely unchanged over the past two decades and continue to drive structural development challenges. Pervasive poverty, high rates of stunting and socioeconomic and political inequality threaten the food security of the most vulnerable people, particularly women, children, and rural and indigenous people. Guatemala is prone to natural hazards and is one of the countries in the region most affected by climate variability and change.

This country’s strategic plan is aimed at supporting the Government in addressing acute food  insecurity, preventing malnutrition and strengthening institutional capacity in areas that include disaster risk management, emergency response, social protection and food systems. WFP will provide food assistance, technical support and on-demand services before, during and after crises. WFP will also strengthen the resilience of key local food system actors by improving their access to markets – including markets linked to national programmes, such as social protection and school meals programmes – and promoting diverse and healthy diets based on locally produced foods.

The objective of the consultancy is to provide support to the Guatemala Country Office in the development and implementation of food security analysis, assessment and monitoring activities aligned with WFP corporate standards, generating quality evidence to inform policies, strategies, programme design and operational decision-making. The role will contribute to strengthening emergency preparedness and response capacities through the analysis of food security, vulnerability, market and risk information, supporting preparedness planning, emergency needs assessments, response monitoring and the implementation of emergency interventions. The candidate will provide technical support and operational guidance to management and relevant teams to ensure evidence-based decision-making and effective coordination with government counterparts, United Nations agencies, cooperating partners and other stakeholders involved in food security and emergency response activities. Additionally, the candidate will support food security and nutrition policies and programmes through the generation and dissemination of evidence-based data and analysis. The selected candidate will be responsible for consolidating and strengthening the capacities of the National Team.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Deputy Country Director (DCD), the incumbent will be responsible for:

Vulnerability Analysis and Mapping (VAM)

Lead the design and implementation of food security analysis, assessment and monitoring activities to support programme implementation, emergency preparedness and response efforts. Support the development and continuous improvement of systems, tools and methodologies for food security monitoring, vulnerability analysis, market assessments and emergency needs assessments in line with WFP guidance and best practices. Produce and disseminate timely food security, vulnerability, market and risk analysis to support evidence-based planning, targeting and decision-making. Contribute to preparedness planning and response activities through the analysis of food security conditions, potential risks and emerging humanitarian needs. Support the design, implementation and follow-up of emergency assessments, monitoring exercises and analytical products required to inform preparedness and response activities. Strengthen the capacities of WFP staff, government counterparts and partners in food security analysis, vulnerability assessment and the use of evidence to support preparedness and response efforts. Provide technical support and analytical inputs to government institutions, United Nations agencies, cooperating partners and other stakeholders working on food security, disaster risk management and emergency response. Support coordination processes related to food security analysis and emergency preparedness and response by providing timely information, assessments and technical recommendations. Contribute to the development of reports, situation updates, analytical products and other information materials required to support programme and emergency response activities. Act in an assigned emergency response capacity as required to support emergency food assistance and other humanitarian response activities. Other duties as required.

Monitoring and Evaluation (M&E)

Support the monitoring of programme and emergency response activities to ensure timely and accurate information on implementation progress and results. Contribute to the preparation of monitoring reports, situation reports and other analytical products to support management decision-making and operational planning. Support data quality assurance processes and the consolidation of information required for internal and corporate reporting. Contribute to the generation and analysis of monitoring information to strengthen programme design, implementation and learning. Support the maintenance and updating of relevant corporate systems and databases, ensuring the quality and consistency of information.

DELIVERABLES AT THE END OF THE CONTRACT:

Timely and quality food security analysis produced and disseminated to support programme implementation, preparedness planning and emergency response activities Food security, vulnerability, market and risk monitoring systems and analytical products maintained and updated to support evidence-based decision-making. Emergency assessments, response monitoring activities and analytical products completed as required, providing reliable information for preparedness and response actions. Effective technical coordination maintained with government institutions, United Nations agencies, cooperating partners and other stakeholders on food security, disaster risk management and emergency response issues. Capacities of national staff and relevant partners strengthened through technical support, knowledge transfer and guidance on food security analysis, assessments and preparedness and response activities. Timely and accurate analytical inputs, reports and information products provided to support management decision-making, programme planning and emergency response operations

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in social sciences, statistics, development economics, performance, management, Data Science, Public Health/Nutrition, Geography, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

At least 05 years of relevant professional work experience in M&E and/or VAM activities.

Knowledge & Skills:

Proficiency in MS Windows, MS Office (Word, Excel, PowerPoint, Outlook). Strong qualitative and quantitative skillsets are essential. Collaborative team player, action management, innovation, partnership, and client orientation are critical characteristics for the profile.

Languages:

Fluency in oral and written English (level C). Fluency in oral and written Spanish mandatory.
